The fan is relatively quiet, it's not a high volume air mover. You can easily use the heater in the same area, while watching a TV program without issues with sound.

Not that I noticed. All of my outlets are on a 20 amp breakers, which my be why I have not seen this with my unit.

Normally the heater would be cycling the heating element on and off, and depending on the duty cycle, the current being drawn would vary, and therefore the heating effect on the power cord would cycle too. The heater I have has a 16AWG cord, which according to the standard wire table, is rated for 6 amps... That being said, the cord could carry a far higher currents for short periods of time without damage, but that again depends on the duty cycle of the load current.... I have and used two of these heaters for sometime now, and I haven't had any problems with them. However, if in using any appliance, if you notice an possible safety issue, you should stop using it and report it to the dealer.... BC Read Less

The heater has only an overheat sensor but no tip over sensor. I hope this helps.

The heated air comes out through the front grill. When it's operating, the grill area gets warm. I haven't measured the temp of this area, but as I remember, you would not want to keep your hand on it when it is operating. I don't think it would burn the skin, but again, I don't think anyone would hold their hand on it for a extended period of time when running on high...
