Does the kit come with the screws and washrs to fix the top or are they purchased separately?

Yes, the mounting hardware (bolts, nuts and washers) is included to attach this to the PS 1322 Frame Kit.

can this be installed over the top of an existing treated wood deck

We do not have any experience installing the Resin Dock Top over an existing wood deck. If you attempt you will want to make certain the wood deck is level, secured and pay close attention to where the holes to fasten the Resin Top line up with any screws in the existing wood deck. Also you may have to use longer screws than what are provided in the Resin Dock Top in an effort to completely fasten the Resin Top to your Dock frame and not just the wood decking.

Can you attach chairs to this dock

We want to use this dock for fishing. Can you bolt standard dock chairs into the dock top ?

Not easily. This is simply a well made poly/plastic covering for an existing dock frame, usually the PlayStar 1322. You can easily drill through the material, but by itself, it wouldn't hold the torque forces of a chair unless the chair was anchored to the frame, and not the plastic top. It would, however, support the weight of a chair and person as long as the frame it is mounted on is sturdy enough.

Is this dock slippery when it gets wet? I plan on leaving it in all winter. Will it hold up in the Wisconsin winter?

PlayStar's Resin Top has a slip resistant surface. Normal freezing and thawing will not damage a PlayStar Dock. However, docks are left in at owner’s discretion. No dock can withstand heavy ice movement. You should consider the following factors: What has been the history of ice movement at your location? Do other dock owners in your area take their docks in or leave them out? Are there local restrictions or requirements? What kind of recreational activities take place around the dock during the winter? Any additional questions please let us know. Rated 5 out of 5 by from Good value and sturdy construction I've assembled 6 of these dock tops over the last 5 years, and it's hard for me to tell the difference between the first and the last one's I've added. They absolutely do not fade or crack, at least not so far. I've always used them in conjunction with the PlayStar Premium Dock Frame Kit (PS1322), so I don't know how well they'd work simply attaching them to a 'home made' frame. Assembly is straight forward. Make sure you have a socket set, or at least a 9/16 socket and an additional wrench or vise grips. The center-most nuts are tough to tighten without someone to hold the bottom nut, because they're about 2' from each side, so you can't get your hands to hold both the bolt and and nut simultaneously.

Rated 4 out of 5 by from Doesn't get hot in the sun Easy to screw down to the Aluminum dock frame. Surface does not get hot in the sun. Instructions say to bolt it on then screw it down. That makes it very heavy to install and difficult to remove without getting into the water if it needs to be removed. I found that it is easier to install the dock frame first which is very light, then install the dock top with the included self tapping screws.

As the directions noted, install loosely at first then simply position the last few nuts/bolts by manipulating the pieces with a screw driver. I was assembling in the sun on a hot day, so there was definitely a bit of manipulating to do - but impressive how it all did fit easily together in the end.
