Answer: 
The combo pack generally can be used for one screen. It just depends on what parts you need to use. The combo pack is not required to build a screen frame.

Do I drill a pilot hole first? How do you grip the screw to screw it in since it only has the round head with no slot for a screwdriver?

You can use a flathead screw driver to install these screws.

Please explain Every piece of hardware and instructions as to where they fit and the purpose they serve.
I have several unidentified pieces and advice as to how they might be necessary.
My screens fit into the outside channel of the window and have built-in locking mechanisms inside the screen frame to secure the screen,
What part in your kit replaces such mechanical locking tabs built inside my frames (Anderson)?

I know exactly what you are referring, there are no parts in that kit that will lock in a Andersen window screen, those are only available from Andersen. Check with you local store

The Hardware Combo Pack contains the rectangular metal sleeves that hold the upper screen panel to the inside of the frame. Attach them to the inside edge of the window frame on the out side, about 1'' from the top of the window.

The round headed screw attaches to the window sill at the bottom where the wire hoop will latch over the screw to hold the screen at the bottom. Position the screw so that the screen is tight against the window frame when the screen is latched.
