Hi Jay,
PEX is freeze resistant; however, as with any other plumbing material, PEX must be insulated to protect from freezing.

I want to install PEX tubing in my basement. Sunlight comes in through some of the windows. Do I need to be sure it's up in the joists and not hanging down where the sun can reach it?

Answer:
PEX tubing should be insulated/buried when using in outside applications. Inside should not be an issue, but can vary depending on the amount of sunlight coming through the window. It is always best to hang the pipe up in the joists to prevent any exposure to sunlight.
