Hi whiz,
The legs under the basket support the weight of the basket and it's contents. Without those legs, the basket will not support much weight and will not be stable.
To install this basket, a large adjustable wrench is needed to loosen the nut below the handlebar so the stem can be removed from the headset.
Reinstall the stem through the round hole in the basket's bracket and tighten the nut.
The legs of the basket attach to the front wheel axle. Remove the quick release skewer that retains the front wheel. Reinstall the skewer through the legs and back onto the wheel hub.
You will need to bend the basket's handlebar bracket to align the legs with your front wheel axle.
If you are not confident to do this installation, take the basket and your bike to your local bike shop for help.
Thank you for asking,

Rated 3.0 out of 5.0 by Did not work for me. The product did not come with instructions and I have never put a basket on a bike before so I had to do research to figure out how to connect it to the bike. Once I figured out how it went on, it would have been easy to put on if it had all the parts. There were 6 screws, 4 nuts, and 2 bolts. I could not put it on the bike without all the tools. Also the way my front brakes are with the wire, the hole on the hardware for the bike handle did not accommodate for my brakes. September 2, 2016
