Dirt's fine. If the depression is large and deep, it might be cheaper to put gravel down first, but if it's only a few inches, I'd just use it straight. If you do use gravel first, fill the gravel with sand. You don't want to leave spaces between the gravel pieces themselves because the small stones of the patch material can get driven down in the spaces, thus leaving an uneven repair. Make sure there's enough height left that you have a few inches (2-3?) of the patch material so It can make a strong repair.
Sorry, but this product cannot be used on an edge. It has to be placed in a pothole that has all four sides.
Put sand on top of it until the material has had time to set. It will take 60 to 90 days for that material to set.
