Anybody know if a 16 gauge extension cord will roll through this easily?

Yes, the 2-1/2 in. Zinc-Plated Swivel Utility Pulley is built to handle ropes up to 3/8in and the diameter of a 16 gauge extension cord is slightly less than 3/8in. This pulley has a removable sheave pin so the extension cord can be threaded through without removing the plug at the end of the cord.

Will 1/2 inch rope work with this?

We do not understand the application being used in this question as a 3/8" rod in the groove where the 3/8" rope would go would not function like a pulling rope.

Does it have ball bearings? How smooth is the action?

It does not have ball bearings. I smoothed the sides of the wheel and used WD40. The movement of the rope is very smooth. Arthur
