Product info says the R value is zero. Is there an equivalent r-value? What does this actually insulate with zero R value?

The likely reason why mineral wool intended for sound/fire dampening is supposedly much heavier and much more densely packed than mineral wool intended for insulation. Compare the weights yourself, as I haven't visited this issue until recently again. Shrugs as to why the manufactures refuse to add an R/insulative value. Think they merrily assume nobody in their right mind would use the stuff for insulation?

How hard is this to slice lengthwise, if I put down some framing the width that I want, pin the top, and run the rockwool knife down along the frame? I basically want it HALF the thickness that it is and it has repeatedly been stated not to try to compress it, and that it really CAN'T be compressed even if you tried.

I just go to the local thrift store and buy up their old serrated kitchen knifes for cutting this material. No problem cutting it length wise

I would NOT install against concrete. I assume your referring to outside concrete walls of your basement. I would expect you will experience sweating between the wall and the product. I would also question the purpose as concrete is an excellent noise and fire barrier itself.
