Can this be applied over flat surface of very tightly adhered existing wallpaper? I'd rather not struggle with removing the existing wallpaper and then wall repair if it can stick to this flat surface.

If you have to peel part of it back to remove an air bubble or crease, it may pull off the underlying wallpaper. I have had success removing wallpaper if it is paper, by spraying it with vinegar and water and using a 3-4 inch mud knife to scrape with. Sometimes you can peel off quite a bit with just the spray. Amazon has this knife: Red Devil 4218 6-Inch Flex Taping Knife. This wallpaper is great once you get it on. It is very sticky and you will have to pull the backing down from behind a little at a time. Pull off about 12 inches and position where you want it. Continue pulling the backing off a little at a time and smoothing as you go.

Is the wallpaper besides the script a white or off white ?

It depends on what your definition of white is. It is not a bright white but is not toward the creamy whites. I would say it is about the white of a standard sheet of print paper. I would call it white and not off white.
