YES, I do it all of the time, keeping a spray bottle handy at all times. they are sold in the store.
4 oz per gallon of water. I use gallon garden sprayer, and square footage is relative. I can cover entire yard with one gallon of mixture, while my neighbor will tend to use 1/2 to 1 gallon more to spray his yard with similar plants and yard size. Bottle will make about 8 gallons total of solution which is plenty to go around. My yard is approximately 600 sq ft with plenty of rose bushes, trees, flowers and vegetable garden. So plenty to spray and bottle is a great value.

Absolutely! I take my hose sprayer with this concentrate, and spray deep into the cool shady areas of my evergreen shrubs and lilac bushes. Makes sitting out on our deck and/or front porch much more enjoyable, without all them skeeters!

According to the manufacture's website: "It is can be used to control pests in lawns, vegetables, fruit & nut trees, roses, flowers, trees and shrubs." I was quite surprised that the bottle and website reads "for Lawns and Landscapes" but did not include vegetables. My initial reaction was no to vegetables. Regarding collard greens, I am deferring to the manufacturer since that is specific inquiry.
