Jeff, The intended use of the product is to attach 2x4 rails to posts. You also might try to use Model #317785, depending on the nature of your project.

I added a top rail and just notched the underside of the top rail at each end with my compound miter saw. About a half inch deep in the middle.

The code requirement for 2-1/2" screws is for a very different design that does not use these brackets. That requirement does not seem to apply.

Do these mount flush or does the mounting surface need to be hollowed out?

You screw the 2x4 to the bracket first and then attach to the 4x4 post.

I used these for a top and bottom rail on my 10'x16' deck. They worked very well mounting redwood 2x4s to the 4x4 posts. Very happy with them and they look great. They are a little dificult to get mounted perfectly square on the ends of 2x4s put they came out close enough.

These mounting brackets are ok but not great. They would be much better if the bracket was stamped with a ridge that sits over the 2x4 so they are easier to align

Kind of suck and you have to cut about 1/8 of an inch off to leave room for these and then there is a gap. I prefer the plastic kind that cover the gap more.

they're a pain to center on the 2x4 unless you...
they're a pain to center on the 2x4 unless you make a jig which defeats the time savings this is suppose to save. I bought 14 of them and won't use any. They are also hard to measure for. 2 of them seem to be 3/8", but I had to trim twice to get the right fit. I going back to using 7" timber screws. I gave it 2 stars as I'm sure I'll find a use for them someday.
