The SunTouch Floor Heating Mat measures 8 ft. x 30 in. and offers an ultra-thin, low-profile system that installs beneath tile, stone and even vinyl or laminate flooring. It's ideal for remodeling bathrooms and kitchens to add radiant floor heating and offers an upscale option when designing new construction floor warming. Depending on how cold the floor is any where from half hour to an hour. Also would recommend to cover entire floor.

can I install over existing title floor or do I need to remove the old title 1st.

the existing title is laid on a concert slab.

I would say no. The existing tile may not be provide a suitable surface to bond adhesive or thin set to. With the heat from the mat your new tile may not stick. I've been in construction forty years and have never seen tile on tile and I would not attempt it on a customers floor.

No it is not a replacement for a radiator. It does heat the tile and adds warm to the bathroom floor but does not provide heat to the whole room.
