A: I would say no. This is thin walled and I personally would not trust it for that use especially at the higher weights. Black iron gas pipe or galvanized water pipe of the same side would work and give you some extra weight.

A: It will work for single hand/one arm weights. DO NOT use this for bench work. The length between the weights is too far and it will bend at the wrong time. Find a solid steel bar for the bench.

A: Coat this as you would any other galvanized surface. Be sure to 'de-grease' and remove residual oil used in the manufacturing processes. Apply a primer specifically formulated for galvanized surfaces. Most sources recommend an acrylic topcoat. Select one for indoor or outdoor exposure where you are displaying the flag. Each of these products is available at Home Depot.
