A:  Yes you can but a better solution is a adding a cement or plastic splash pad - visually is better

A:  It slides over the end of the downspout. If necessary, use sheet metal screw to tighten against the downspout. (Mine fit snugly and did not require a screw--been more than a year.)

A:  I slipped it on and permanently attached it on the sides with some sheet metal self tapping screws. One on each side. Worked like a charm.
