A: 42 gallon minimum. You’ll want to drain a tank in one pass. Don’t let anyone talk you out of it. Nothing more frustrating and gross than to pull your tank and over fill it. Now you have a sewer hose full of waste and nowhere for it to go.

A: Yes, that's the whole premise of this type of tank. You fill it with your black and or grey water. Then tow it to the dump station. The white handle has a loop that goes over a trailer hitch ball. Don't tow it over 10mph and don't attempt to back up with it connected to the truck.
BTW, in my opinion this is the only type RV waste tank to get.
