A:  Should the plastic sleeve be moved close to the adjustable knob? Answer: No. The plastic sleeve is supposed to go inside the larger diameter rod. This acts like a spacer between the 2 rods. Once you have extended the rod to your desired length, with 2 hands hold the larger rod with your left hand in place and rotate the smaller rod counter clock wise or down. Once you have this locked in place, hang on to the rod and turn the moveable end to tighten even further and then place the cap over once complete.
