A: No. At least not according to Klein Tools. Their website contains the warning, "These gloves are NOT intended for energized electrical use“.
That said, I'd sure rather be wearing these gloves than brush against a live wire with bare hands!

A: Leather is a good insulator and will offer you protection from electric shock. With that being said always use precaution when working with live wires.
