A:  the specifications are a range of 7-1/2 to 9-1/2 inches. So as it stands it will not work. Depending on your ability to customize you could shim a 1/4" on each side to attach to the flue. You can also look for a cap that falls within your dimensions

A:  The Cover secures to the outside of the flue tile so the critical dimension is the outside to outside measurement. If your flue is 13" outside to outside then yes the Shelter 1313 will work great! If the dimensions are the inside measurements then no it will not fit. It can go as large as 13 1/2" x 13 1/2".
