A: This should be used on smooth flat surfaces, the grooves in the tile might show thru the paper and provide air pockets so the paper will not adhere properly.

A: You can certainly try to spray a strong adhesive on the back of the tiles before you put them up on the wall or you can sand down the stucco and apply them with extra adhesive.
