A:  The photo cell is only acting as a switch to turn the lights on at dusk (and possibly off at dawn) so you don't have to walk outside and plug them in yourself. The cell is small, it is not a solar panel, and it must be plugged into your house power in order to power anything.

A:  Yes the timer needs to be plugged in to work. The photo cell is the feature that monitors the light outside and tells the unit when it is dark outside.
