I think it would, I used it on a cloth awning to hold on a banner and it worked well.
Depending on the surface goo gone or hair dryer or heat gun worked well for me.

The holding power is very strong, if the surface that you're applying it to is not properly attracting the pressure sensitive adhesive on the product when you try to remove the cover from your golf cart the adhesive might release before the two pieces of the fastener release from each other... I have had the adhesive release before the two pieces of velcro actually come apart because this product locks together so efficiently it really has to be stuck to something that it can stick to, creating a bond stronger than the velcro itself, I hope this helps... I would just go to Home Depot and purchase the smallest pack that they have and test it, it will probably be quicker than trying to get a free sample... Since most companies are not in the business of "free" this would be your path of least resistance...
