No, the exhaust is like a blower but would not use it as a "blower"
It is loud, but less loud than some others. About double the sound level of a household vacuum cleaner.
Pretty sure all the larger ones do.

Good question. On a job site I find a long hose cumbersome but at home I use an extension hose when I need more hose. Not sure about the diffusers.
Yes, you can suck up water with it. Take out any filter bags or paper filters. Use a foam filter or foam sleeve to prevent water from getting sucked up into the vacuum head and shooting mist out the exhaust. There should be a float ball that blocks the suction when the tank is full of water. Your bigger problem is that now you have a 16 gallon bucket of water that needs to be emptied somewhere. That is 128 lbs, so it would be tough if you have to lug it up the stairs.
I used it in a box the size of a small watermelon, it'll totally fit in your shop.
Use a bag unless you acqure a 'Dust Devil' cyclone unit. If you don't use a cyclone unit or the bag, you will be replacing filters (at a high cost) all the time. I have had the cyclone unit for several years and have yet to replace my vac filters more than once every year to eighteen months!
It says to use a bag, but I don't. It works fine without one.
