It is not. Siemens load centers do not use the 3/4" breaker size. It sounds like you have another manufacturer's load center. Please check with the manufacturer for AFCI offerings that would be UL approved for your load center.

Is this approved for use in a G1224MB1100 Load Center?

Please check the wiring diagram label and verify it lists the Type QPF GFCI in the branch breaker column (for G1224MB1100 it should be listed). If so, yes, there are UL substitution letters authorizing the Type QAF2 AFCI. For the required documentation please send a request to productselection.us@siemens.com.

QA115AFCP would be the 15A AFCI only offering. Note, however, code requirement may require GFCI protection depending on the area of the home (a garage, for example). There may exceptions, however. We recommend consulting with a licensed electrician familiar with local code.

Can this replace a common Siemens Type QP 15 circuit breaker in a Siemens Type 3 Enclosure (MC2040MB1200R)? By code I need to upgrade to AFCI.

Yes. What or whom is requiring you to upgrade your breaker to current code? Your existing breaker is just fine unless you are adding to the circuit but even then, you should only need to afci the additional branch wiring you install and not the entire circuit. There is, of course, nothing wrong with arc fault protecting the entire circuit but often it is best to leave things as they are if they are working.

The label should list the Type QPF GFCI breaker for which UL substitution letters will allow the QAF2. These can be provided by sending a request to productselection.us@siemens.com.

It depends on the load center you want to install it in. If it is a later model that lists the Type QP chances are it accepts Type QAF2 either by way of its listing on the wiring diagram or via UL substitution letters. Some legacy load centers that accept QP's may not be approved for or accept electronic breakers like the QAF2. With the load center catalog number from the label we can advise further.
