Q:Can two of these be used to surround an open stair, 1 on top and the other rotated on the bottom with a top join at the back of the tread and front underside?

A:  We recommend dry fitting a single stair first to see if this would work. The stair would need to be the exact thickness of the underside of the cap-a-tread so that there would be no end exposed.
