      A:  NONE! Those skunks have the name "Commercial Electric" and then hidden on the handle is made in China , not insulated, will not protect against electrical shock

                A:  Working with metal tools and electricity without turning the power off is a bad idea. Only professional electricians would ever try this. That is why OSHA has lock-out/tag/out procedures, even then before you start work on electrical circuits of any kind you should double check to see if they are still live - they may be back fed from another circuit.
