A: There are a few differences. I find that the fixed base is best when you are either moving along the edge of a workpiece, or moving from the edge to the inside of the workpiece and need to maintain a fixed depth of cut. The plunge base has more bells and whistles, best of which I find is the vacuum attachment because this router does create a fair amount of sawdust. With this base it is easier/ safer to "hog" out wood in the center of a work piece because the router can be started with the face of the tool flush against the wood. The bit can then be plunged into the workpiece and locked to a specific depth, where as the fixed base would need to be started then placed down onto the workpiece until the tool face is flush. The plunge base also has an adjustable bar so you may set a maximum plunge depth, which works in conjunction with a rotating dial which may adjust your depth of cut incrementally deeper by 1/4 inch (1/4, 1/2, 3/4) if I recall correctly. Hope this helps.

A: The plunge base allow you to make deeper plunge cuts. Also, you can start from above the piece of wood and slowly lower the bit in small increments. The plunge base gives you more options.
