A: You can but, it's not necessary. The back lip of the bottom side of the block secures it behind the base block. The only layer that would be of concern would be the very top layer or layers that don't have fill materials behind them.

A: C=3.14xD 3.14x 6ft = 18.84ft, each block is about 12in. Maybe 19-20 blocks a layer. Create a 6in trench for a foundation layer and decide how tall you want it to be.
