A: Hi, these specific connectors do not have the added color variant that produces a full on UV resistant rating. Though the variant being used does offer some protection. As others have mentioned, these are made to be installed within a junction box or underground in damp locations. With that being said, these connectors do last a surplus of 5+ years if directly exposed 24/7 in the harshest sunlight. Hopefully this helps!
A: You should check with the manufacturer, but these are made for wet locations yes, but inside a proper electric box. No connection using these or anything else should be out in the open exposed directly to the elements.
A: The vast majority of all electrical junctions are required to be in a junction box, thereby giving the splice protection which would automatically protect these wire connectors from UV A & B rays...Low voltage junctions are not required to be in a junction box, however, why would anyone not want to protect the integrity of the splice in a junction box regardless if a junction box is required or not required...
A: If they work underground, they will surely work in your basement environment. Make sure you buy the correct size for the wires you are connecting.
A: You can if you want. It's the same as a regular wire nut, but it has this jelly inside it to prevent water from getting to the wires inside.

A: You certainly could, but I wouldn't recommend it for a few reasons. First, they cost a tremendous amount over the cost of regular wire nuts. Secondly, they're a bit messy. The silicone (not sure if it's grease or caulk) tends to squirt out a bit. Third, if a leak occurs over a junction box or other electrical connection, you'll probably want to disassemble and inspect for corrosion anyway. These will not keep water from wicking inside the insulation of the wire unless it's completely and perfectly covered. For peace of mind, I'd do a through inspection anyway, which would require removing the wire nuts and replacing them. This eliminates any advantage from their application in the first place.

A: No, when you use them the first time some of the grease gets pushed out and will cling to the wire. You'd have to fill the nut with new grease to reuse them and it just wouldn't be worth it.
