A: I would not do so. The top gets extremely hot - I've tried using it in my covered gazebo also with about a 9' roof and could smell wood burning

A: It is generally considered unsafe. I use these in a commercial environment at restaurants where it is usually against the law to have them under a cover at that height. This type of heater does enclose the flame inside the glass tube so it would generally be safe under a 9 foot ceiling.

A: Altitude does effect a little bit, yellow flame is normal it cannot be all blue as most people expect it. All blue is super hot. Change different propane company or regulator.

A: The dimensions of this heater on the store website are wrong. It is not 23" x 21". Actual dims : 21" x 21" at the base. Maybe store dims are measuring the width of the bolts that can go into the ground which are not relevant to choose a cover.
