A:  I would be shocked if this was ever seen in a store. Home Depot caters to people who watch too much DIY network not contractors. It only really makes sense to plunk down the money for this if you're a contractor using it almost every day.

A:  either the battery is defective, or some times the battery is not fully inserted into the charging port, but enough to trick the charger into thinking its there, and you'll get those lights flashing.
