Q:I see 2 neutral bars that run along the sides of the main bus bars. But does this panel come with a ground bar, or do I need to purchase separately? And if so, what bus bar size should I purchase?

Yes, the ground bar needs to be purchased separetely, the recommended is the PK15GTA.

Unfortunately no, this device is not MEG approved.
The MEG Meter Equipment Group is an organization comprised of electrical utilities that specifies the requirement for customer-owned, self-contained meter sockets and maintains an approval list of the sockets.
As of 2/10/17, the participants are:
FPL - Florida Power and Light
Duke Energy
OGE - Oklahoma Gas and Electric
TECO - Tampa Electric
GULF - Gulf Power
MEG approved devices must have a "MEG approved" label. Square D metering devices that are MEG approved will include, in the carton, a small bag assembly with MEG approved stickers. These are to be applied to the approved device once it is installed, per the instructions MTR11151 (attached).
To see the list of MEG approved devices, visit the web site of the above utility companies.

The SC3042M200PS accepts the standard HOM branch breakers (for example, HOM115).
First, install the wire terminal end of the circuit breaker onto the mounting rail, then, rotate the circuit breaker inward until the plug-on jaw fully engages the bus bar connector.
