Q:Trying to figure out if this is the new variation of what I have right now which is old and worn out so it doesn't hold drums on securely anymore. It has a silver cylinder center with a plastic/rubbery outer ring which pops up to release the drum. When snapped down it locks the drum on. Well, it used to lol is this like that?

A: The mandrel in the picture is for holding cut off wheels and sanding disks, not barrel sanding sleeves.

A: Sort of. You push down to expose the metal centerpiece which fits through the bit/disc/drum. While holding it down you turn the mandrel to hold the bit and let the piece snap back up to lock the drum down. Not bad once you get the hang of it.
