Hello John. The breakers trip to a center trip position and sometimes will become tripped during shipping. If the breaker is flipped from the trip position to the On position it will likely not latch and appear to trip continuously. The handle needs to be moved to the complete Off position and then turned back to the On position to reset the breaker. The BQ type breakers are (CTL) circuit limiting, where they are designed to only fit in certain positions of a panel designed specifically to accommodate those breakers. A non-CTL breaker BR type will fit anywhere a standard breaker will fit. Regards, Eaton.
