When can I bring the tools back?

You can return the tools early if you finish your project sooner than predicted, but on time works, too. As there's no guarantee, it's better to purchase a suitable blade, just in case you need it.

Do I need to refill the rental truck with gas?

Yes, please fill up the truck before you bring it back. Note the amount of gas in the tank when you receive the truck, and be sure to fill it with enough gas to match that same level. If you don't, you have to pay a penalty known as the fuel replacement charge.
