The arm is fixed but the actual head moves and can be adjusted.
Please do not believe, as I did, the answer that this head pivots. It does not, as I found out the hard way. It shoots at a 45 degree angle. In a standard (square) shower stall, that’s either at your head or over it.

Is there a noticeable difference in the force of the water from a shower head that utilizes 2.0 gpm from one that utilizes 2.5 gpm other than one obviously is going to use less water?

You are correct in stating that the 2.5 GPM shower head will use more water, even up to 25 gallons of water per a 10 minute shower versus the 2.0 GPM shower using up 20 gallons of water per a 10 minute shower, although as far as the force from the flow goes you should only notice a slight difference nothing extremely noticeable.
