Is this a wather proof ? is for a fish tank decoration
We would not recommend the Americana Titanium White for a fish tank decoration, due to the fact that it's not formulated to withstand exposure to water or moisture. -DecoArt Paint Guru
Is there a primer for this paint that will work on bare steel?
Any water-based primer should work as a base coat for the Americana acrylic. Nothing oil-based. However, we would recommend that you test an area first to ensure the Americana will adhere properly to the primer before starting your project. -DecoArt Paint Guru

Can this be used on metal?
Unfortunately, the Americana Acrylics were not formulated to slick surfaces like glass or metal. We would highly recommend our Americana Multi-Surface Satin Acrylics, as they will adhere to most surfaces like plastic, glass and metal. -DecoArt Paint Guru
Can this be used on leather
We do not recommend the Americana paint to be used on leather. It is not formulated with the purpose of being flexible, so it will crack and peel on leather if it's flexed. It is suitable for hard craft surfaces only. We do have a product in the DecoArt line that is flexible for leather called DecoArt Stylin', but it is not available at this time on HD.com -DecoArt Paint Guru
Can this be used for outdoors jobs - to paint a bird house?
You can paint the birdhouse with the Americana, but you would need to seal it with a water-based sealer. The paint itself is not formulated to withstand outdoor elements. Our Americana Multi-Surface Satin paints, however, would be ideal. They are indoor/outdoor rated and do not require a sealer. DecoArt Paint Guru

Not sure I understand your question as it has extra words in it. Other colors are available, as of today the stock is low-- search Home Depot for "Americana 2 oz." and then filter for "flat/matte" and the color family you want in the filters.
Can this be used to tint water-based polyurethane?
In theory, yes - but we've not tested it in polyurethane products. Because you're mixing an actual paint (not a colorant) to a polyurethane, you might experience adhesion or separation issues. Our recommendation is that you can try it and see if you get the desired effect you're looking for, but we can't guarantee the result. -DecoArt Paint Guru
