Reading reviews, it seems some are really warm (one claimed "121-140 degrees Fahrenheit") and some are barely warm. The Specs claim a range of 104 to 120F. I know there is no external control, but is there a way to adjust temp internally?

Can this towel bar be configured to hard wire it?
Yes
Yes, but with are other things that have to be considered. You can cut and use the cord that comes with the rack, as long as it is terminated in an electrical box with a cover. It has to be on a GFCI circuit because it will be in a wet environment. There is an on/off button on the bottom right of the towel rack, but it would be a good idea to have a switch installed in case the button on the towel rack fails.
