I don't know. I use it with the 4300 model. You may want to confirm compatibility with Dremel directly. I've found most accessories are cross compatible tho.
No it is not compatible. The Hook and Loop Backer Pad only works with a Dremel Oscillating tool.

I'm not familiar with the 4V Lite by Dremel. If it has the quick disconnect with the configuration shown in the picture, it should work.
