Can you use with 25lbs propane tank ?
Yes, you can, but you will need to add a pressure reducing valve, and it is recommended that you get a professional to install it.

Its says Propane but then under specifications its natural gas. Which one is it?

Does this work above 4000ft elevation?
Not really recommended, if the altitude is too high, the water heater will be less efficient.

We go from 3 inch to 2 inch pipe vent but gives low flow alarm, we tank off vent alarm goes away, would dropi g pipe size cause this alarmp
It should be caused by low water pressure and it is recommended to increase the water pressure to eliminate the low water pressure warning.
