Answering my own question here. The photo makes the top look slightly arched, but a little while in the sun, and the light gauge plastic will sag. Then every time it rains I'll have to dump a puddle of water off. Not a good choice for an outdoor trash can.
I'm afraid I don't know. I use the lid to cover the top of my air conditioner compressor, which is in the yard in the back of my house and not visible from any windows. So I can't see it when or after it rains. Given the ridges, I'd assume some small amount of water collects.

The lid does not collect rain water it has a slight arch, but more importantly it is channeled. Those gaps in the outer raised ring do not allow water to collect on the lid.
