I purchased the 11”x72” and it says on the box “no lift function.” Yet the listing here says cordless lift. Which one is it??? I need the lift function

I'm ordering blinds that are 54 inches tall, but my windows are actually 55 3/4.. Is the overall measurement including. The bracket. And the top piece. I'm trying to understand if 54 inches will work.
