What casters are used for this item
I need a shelving unit that is 24x14x54 to fit the space that I have, but I can't find that anywhere. Can I purchase 2 of the 24x14x30 and use the provided rods and screw them together to make it taller and closer to what I need?

Yes get 4 3? threaded rods 1/4-20. Screw off leveling feet. Thread rods into where feet were going only 1/2 way in and screw other 1/2 with another assemble rest of shelf rods to creat 4 60? shelving rods. Assemble selves as directed.
Yes but might want to put a piece of board in between the 22 so that it's more stable because yeah they don't connect to each other but yeah you can stack them on top of each other cuz they're kind of short

Technically, nothing metal is ever completely rust proof. I don't think that this would hold up over 10 years outside in the elements (depending on your location and weather) but it sure seems like you could get 5-10 years out of it.
