Can slates be removed to shorten
No. As stated in the instructions, slats cannot be removed to shorten the height of this blind.
I just installed these blinds and they will not lift back up after I pulled them down from installation
They are defective. Return to Home Depot for a full refund. Re-order new one. Since mini blinds went cordless, about 20% of my purchases have done this.

Yes you can shorten these blinds. When the blind is closed all the way wrap painters tape as tight as possible on both sides of the blind where you intend to cut. Cut to size with a chop saw. Cut right through the tape. It works great.
