For the Commercial Electric 1-1/2 in. White Decorative Swag Hook for Ceiling Light Fixtures (2-Pack), please refer to the installation guide on the Home Depot webpage. Reference: Internet #306197879, Model #82155, Store SKU #217581. Scroll down on the right side of the Product Details section under "Additional Resources", click on "Installation Guide" and read the instructions 1-4 and the "Caution" statement too. There are pictures with the instructions too.

For the Commercial Electric 1-1/2 in. White Decorative Swag Hook for Ceiling Light Fixtures (2-Pack), the thread for screw bolt is imperial standard 3/16 with outer diameter 4.762mm and if the ceiling is drywall, use one 0.14in.(3.5mm) drill bit to drill a pilot hole.
Just twist and remove.
Once installed you can only remove the hook and screw, not the toggle bolt.
to remove a toggle bolt you can push it IN the drywall and patch it back up. it just hangs out in your crawl space or between walls.

I do not think there is a way to get the toggle back out.
These install into drywall to allow objects to be hung from them.
These Swag Hooks securely hang lighting fixtures or accessories weighing up to 30 lbs. from the ceiling. The hooks are not to be used to secure drywall to your ceiling joists.
