It is a post. It is dumb, as a post should be, and it seems sturdy and works tirelessly holding up our lights, as expected. We cut ours in half, for 2 lights, and it still worked. Incredible!

Nothing to assemble for this product other than to dig a hole, run appropriate electrical cable through it, and put it in the ground. Mount your light fixture on top and flip the switch.
