It will work, but you need to keep the vinyl as close to the joint of the shears as possible to get the most power directly on the cut. I would use, also, a good sharp utility knife, or a set of heavy kitchen shears (like the kind heavy enough to cut lobster or crab shells). Best thing to use is a small, battery operated circular saw with a vinyl blade (fine cut, 100+teeth), especially if the vinyl is as thick as you say (1/4" is pretty thick).
