Yes the holes to connect the wood pieces are pre drilled. No the holes for the bracket are not pre drilled and it is not attached. I thought the bracket was not easy to use and I bought a separate mounting kit.
You need to dig the dirt out up to 12" - 18" deep, then pour enough concrete, and then put the post immediately into the concrete. You need to have some means to hold the post in the concrete for up to an hour until the concrete is dry. Then cover the hole with dirt, and compact the dirt. Better do it right, and only one time - the right way. If you need to replace the old one, the hardest thing is to pull the old post out, which might have concrete attached. That could be very heavy. Also you need to find a place to dispose the old post with concrete. Most trash collection company will not haul onto the truck.
