Is this target plate compatible for use wth a Hilton PM 10

I think you are referring to a "Hilti" construction type stationary laser then yes. It will help to reflect any laser beam and with the small magnet on the back it will hold onto metal surfaces. Its just a piece of red colored plastic that has some reflective metal tape on the back and a small magnet on one end that is a small 3/16" "L" bracket to rest on a vertical surface. So if the laser beam will get to it, this would help to see it better. But if it is a wood surface then there needs to be some additional way to hold it to the wood.
