A: Use it to hang the cuff on a hook or nail on a wall. Or tie a loop of rope on it to hang the cuff on something bigger.
A: The ring is for hanging the cuff and a cable, or what ever it's holding, on a hook or nail. You release the cuff by depressing the orange tab on the top and pulling the cuff open.
