Will it bond soft vinyl flooring planks to soft vinyl edging

Looking to secure 2x4s to a brick fireplace with this product and tapcon screws. Should I predrill the holes in the brick and 2x4s prior to using this adhesive or can I drill after the 2x4 has been attached to the brick?
